History of Shalimar

Shalimar occupies an area originally known as "Port Dixie," a German-operated "dye plant" during the Civil War that actually manufactured explosives and may have also been a base for submarines. The plant's machinery was destroyed during the war and their records tossed in Garnier's Bayou.

A $29 million dollar wharf and harbor was planned by the Choctawhatchee and Northern Railroad in 1927, as well as a railroad from Shalimar, at a point near modern-day Eglin Air Force Base, to Crestview, twenty-eight miles away. However, engineers stated that dredging Destin's East Pass to allow deep-water ships passage was not possible, and the ambitious plan fizzled.

The Plew Heights neighborhood, close to Valparaiso, was built in 1941 to house civillian and military personnel, but no housing for officers was available. In 1942, founder Clifford Meigs began construction on a 160-home community for housing officers of the military assigned to Eglin Field, which was growing rapidly. The entire project cost about $350,000. By May 1942, 50 houses had been completed and 25 more were under construction.

Shalimar incorporated under the mayorship of Clifford Meigs in June of 1947, a direct result of a Florida law barring clubs in non-incorporated areas as remaining open for business between midnight of Saturday morning and the morning of Monday. This state law could hurt the gambling business of the new Shalimar Club's casino, whose opening was considered "the social event of the year" in 1947. In 1959, Megis was quoted in the Playground News (now known as the Northwest Florida Daily News) as saying, "The Fort Walton Beach (then known simply as Fort Walton) places were doing a booming business on the weekends while there were rumors that the sheriff might enforce the law in Shalimar and close the place there. The owner came to me and suggested incorporation, and while I didn't think I had much to gain then, I agreed. With only about three other freeholders in the area, it was a simple matter to get incorporated." It wasn't too long, however, before gambling ceased permanently in Okaloosa County, due to negative publicity from the Tampa Tribune's stories on Fort Walton gambling, reformers within the county, and Governor Fuller Warren intervening directly.

The town continued to grow into 1948, and then boasted not only the Shalimar Club owned by Roger Clary, but also the Shalimar Service Station and the Shalimar Store. Meigs Homes and Shalimar Homes corporations jointly leased the 160 brand-new homes. By the early fifties, Shalimar had added the Florida Drive-In Theatre, which remained open until 1973 and stood the intersections of Eglin Parkway, which joined Fort Walton and Eglin Air Force Base, and Ferry Road. In the 1970s, the area of Lake Lorraine was developed. It is located east of Shalimar's corporation limit in Black's Point.

Clifford Meigs remained Shalimar's first mayor until he died in 1960; his brother Clyde Meigs succeeded him as mayor. James Tras, elected in 1965, was the first mayor of Shalimar chosen in an election. Sarah Tras followed James Tras for a two-year term. Sarah Tras was the widow of Clifford Meigs, and as of 2009 is still the wife of former mayor Jim Tras. Meigs Drive, which runs parallel to the Choctawhatchee Bay, was named for the founder of Shalimar. Gardner Drive and Carl Brandt Drive are named in honor of former Eglin Air Force Base commanders.
